Occident launches a specific insurance policy for electric scooters

In Spain, it is estimated that around four million scooters and other personal mobility vehicles (PMVs) are in circulation, according to data from the Directorate General of Traffic. Therefore, Occident has launched a new policy specifically for electric scooters with the aim of reinforcing security, regulatory compliance and the protection of its insured parties. The company is responding to the new regulatory framework that establishes the obligation to have civil liability insurance for electric scooters to be able to circulate, in the face of increasing use of this means of transportation in urban environments.

The new insurance is incorporated as a new category within Motorcycles and Mopeds, and is designed to simplify the contracting process, since it automatically identifies whether the scooter should be insured as a light personal vehicle (LPV) or a motor vehicle (MV), applying the corresponding coverage and civil liability capital in each case.

In this sense, LPV scooters are those with one or more wheels and a single seat, exclusively electric, and with a maximum speed of between 6 and 25 km/h if they weigh less than 25 kg, or between 6 and 14 km/h if they exceed that weight. On the other hand, MV scooters are those with top speeds between 14 and 25 km/h and weighing more than 25 kg.

For LPV scooters, the policy includes mandatory civil liability with capital of up to €6.45 million for personal injury, and up to €1.3 million for material damage. In the case of MV scooters, the insurance covers mandatory civil liability with higher capital: €70 million for personal injury and €15 million for material damage

According to Rafael Moyano, Occident's Automobile Director, 'with this launch, we want to make it easier for scooter users to have clear and adequate protection for the type of vehicle they ride, while at the same time reinforcing security and regulatory compliance.' In this regard, he states that 'the objective is to contribute to more responsible urban mobility, with guarantees for the driver and for third parties.'

New regulatory framework for electric scooters: registration and identification label

In this context, the Council of Ministers has approved the Royal Decree that regulates the implementation of the National Register of Light Personal Vehicles, under the National Directorate General of Traffic (DGT). This new framework establishes the mandatory registration of electric scooters in the registry, through the DGT’s electronic office, as an essential prerequisite for taking out compulsory insurance. The regulations also cater for the identification of each electric scooter by means of an identification label, which allows compliance with current regulations to be verified and facilitates the traceability of the vehicle.
